Ask to speak to the Legislative Assistant who works on Environmental Issues.

Use language that states your intent, such as the following:

"I urge Representative __X__ to provide the highest level of funding possible to key bird conservation programs like: the Neotropical Migratory Bird Conservation Act, the North American Wetlands Conservation Act, and State Wildlife Grants that I believe are crucial to maintaining healthy and abundant bird populations throughout the United States which also have a proven track record of success. 

I urge you to vote "no" on all anti-environmental riders offered during floor consideration of H.R. 2584. Please support any amendments to strike anti-environmental provisions out of the bill and vote against final passage of this bill which is the broadest attack we have seen on the environment in decades."
